

So, I guess, my question are this primarily: how free are you to do what you want (if you have the resources for it)? Or, if not HoI, is there a similar game set in the 20th\21st century that give you freedoms like in CK? Yet, watching a few videos of HoI gameplay, I got the impression that your freedom is severely limited compared to the aforementioned games: you can only choose an existing faction to play as, there's no shattered world mode (at least, I don't think), you can't create your own faction (it's obvious why you can't start your own nation, though why not? would have been kinda fun, but why can't you start your own party, set your own goals and micro-manage the legal\ political aspects of your nation?), or ideology. Something I really liked about CK2 and Stellaris was that you could start your own faction and do pretty much whatever you wanted, as long as you had the resources for it.

Previously I've only played Crusader Kings and Stellaris, but I imagine HoI should be similar, since it uses the same engine and is a grand-strategy.
